The governing body of the City of Newton shall from time to time establish rules and regulations regarding the use of the subdivision of land located within the City of Newton, Kansas, known as Greenwood Cemetery, including certain surrounding area which has been annexed to and developed as part of that cemetery facility, including the establishment of fees and costs for the sale, transfer and revestment of cemetery lots and for various activities and services provided in relation to such facilities and operations. The rules, regulations, fees and costs shall be prepared in pamphlet or booklet form and adopted by reference through a Resolution of the governing body of the City of Newton, no fewer than three copies of which shall be filed with the City Clerk to be available for inspection and available to the public during the normal business hours of the City administrative offices. The published pamphlet or booklet shall be marked “Official Copy as Adopted by the Governing Body of the City of Newton, Kansas,” and to which there shall be attached a copy of the adopting Resolution.

It shall be unlawful for any person to violate any of the rules and regulations adopted by the governing body of the City of Newton pursuant to the provisions of Section 7-101 of the City Code. Violations shall be punishable as a Class C violation under the Uniform Public Offense Code as adopted under the provisions of Section 17-101 of the City Code.
