(a) Any customer may request removal of a bulky item in accordance with the restrictions of this Chapter and subject to the discretion of the City. Requests shall be made to the Sanitation Division with at least 24 hours’ notice prior to the customer’s scheduled collection day.
(b) Absent a request from a customer, any Refuse, Recyclables, or litter left in the right- of-way will be tagged with a notice to remove or contact the City for Bulky Item Pickup Program no less than one day (24 hours) prior to the next scheduled collection day. Such notice shall also be posted on the door of the address of the adjacent property and the collection container if the collection container is at the Collection Point when the item is tagged and shall include:
(1) The address of the adjacent property where the Refuse, Recyclables, or litter is located; and
(2) The date and time that the notice was placed on the Refuse, Recyclables, or litter; and
(3) A phone number to contact the City for the Bulky Item Pickup Program; and
(4) Refuse, Recyclable, or litter must be removed or contact must be made with the City to initiate Bulky Item Pickup no less than one day (24 hours) prior to the next scheduled collection day , not including weekends and City observed holidays; and
(5) Failure to remove the Refuse, Recyclable, or litter will result in the City removing the item(s) and charging the account holder double the fee for the Bulky Item Pickup Program as set by this Article.

The City may exercise its discretion in the acceptance or rejection of items, and shall use a criteria of safety, security, item value, and practicality in their decision making. Customers are encouraged to contact the City prior to pick up to verify acceptability. If (an) item(s) is rejected from pick up, the City shall notify the customer of that decision with their rationale. The customer shall not be charged a fee for items not picked up.

(a) Customers will be charged $10.00 for each collection up to five (5) items. The City shall be entitled to add to such fee any special disposition charged by Harvey County for which the City is responsible, such as for tires, electronics and other items singled out by Harvey County in their solid waste fee structure.
(b) Shrubbery and tree trimmings of any amount will charged as a separate pick-up.
(c) Customers will be charged $20.00 for pick-ups containing items from (a) and (b).
