The premium of any duly licensed incorporated surety company on the bond of any officer or employee herein mentioned shall be allowed and paid by the City of Newton.

(a)   By passage of Ordinance No. 1600, as amended by Ordinance No. 1602, the city hereby extends the benefits of Title II of the Federal Social Security Act, in conformity with the applicable provisions of that act to the employees of the city.

(b)   The plan of coverage extending the benefits of Title II of the Federal Social Security Act to employees of the city is hereby incorporated by reference as through the full and complete text of that plan of coverage, as set out in Ordinance No. 1600, as subsequently amended was reproduced in full herein.
