The House Numbering or Addressing System shall be based upon a grid. The grid will consist of 12 divisions or hundred blocks to each mile in a north-south direction from First Street and eight divisions or hundred blocks in an east west direction from Main Street north of First Street and Old Main south of First Street.

(a)   Odd address numbers will be assigned to buildings on the west and south sides of streets and even numbers to those on the north and east sides of the streets, except in the case of curvilinear streets where the odd and even numbering, as originally initiated in accordance with the above requirements, shall be continued along the same sides of such street regardless of its change of direction.

(b)   On streets running north and south, numbering shall commence at number 100, at its intersection with First Street and shall increase north and south at the rate of 100 for each division on the grid map.

(c)   On streets running east and west, numbering shall commence at number 100, at its intersection with Main Street north of First and Old Main south of First Street and shall increase east and west at the rate of 100 for each division on the grid map.

(d)   The assignment of numbers to buildings on cul-de-sacs will be a continuation of the numbers on the street from which they originate. Street signs on cul-de-sacs shall state the house numbers to be found in each cul-de-sac.

The city clerk is authorized to establish such exceptions to the system as may be made necessary by the irregular routing of streets, avenues and other highways. Such exceptions shall be shown on a plat made under the direction of the city clerk and kept on file in the office of the clerk.

Residential and commercial buildings shall display the assigned street address number in a position that is plainly legible and visible from the road fronting the property. These numbers shall contrast with their background. Address numbers on new buildings shall be Arabic numerals or alphabet letters. These numbers shall be a minimum of 4 inches high with a minimum stroke width of .5 inch. The addresses of all structures accessed by way of a service drive shall be posted at the entrance of the service drive where it departs from the city street on which the structure is addressed.

Any person required by the provisions of this article to put up or place upon his or her house or building any number, who fails to do so, shall, upon conviction thereof, be fined in any sum not exceeding $10.
